We have drafted a Car Parking Management Plan for the streets surrounding Sunshine Hospital and Ginifer Station. Now we want your feedback.
The Car Parking Management Plan is designed to balance the competing needs of residents, workers, school traffic and commuters, for access to street parking spaces. It aims to improve the utilisation of existing car parking before adding in more car parking spaces.
The need for a Car Parking Management Plan was identified through:
- Traffic surveys
- Aerial drone footage of parking
- Resident enquiries during the previous 5 years
- The Brimbank Parking Strategy 2019-2029
By actively managing car parking, our aim is to:
- Help make parking available and well located for those who need it most.
- Improve the utilisation of the existing street parking spaces.
- Prioritise the needs of residents in areas where parking is scarce.
- Reduce ongoing negative impacts on local resident’s ability to access parking.
- Improve utilisation of on and off-street parking, across multiple user groups.
General recommendations for on-street parking include:
- Implement parking restrictions, with resident permit parking
- Using consistent time periods for parking restrictions
- Distributing commuter parking overflow throughout the area
- Restricting parking to one side for car parking congested roads
- Increasing parking enforcement required within the precincts
- Line-marking parking bays
You can read about the specific restrictions proposed for each zone in the map below. The proposed parking recommendations are to be implemented where appropriate. Appropriate changes will be implemented to site specific streets. Changes are not uniform across each area, some streets have specific restrictions or no change.

How will you use my feedback?

Does the draft CPMP show where the recommended parking control measures are?
Yes, the recommended parking control measures can be found in the green / yellow / red zone maps.
Will there be increased/decreased parking spaces in the Sunshine Hospital and Ginifer Station Precincts?
The draft CPMP’s objective is to only manage the existing Council on-street car parking spaces. The number of car parking spaces is not expected to increase or decrease as part of the draft CPMP. On-street parking will be efficiently managed to maximise the availability of parking spaces through line marked parking bays and formalised parking spots.
Will the parking at and around the schools be affected?
The existing restrictions around the pick up and drop off areas around the schools will not be affected. Areas where there are all day parking may have restrictions installed to allow greater parking opportunities for parents/visitors to the nearby schools.
Where can visitors to the Sunshine Hospital and Ginifer Station park?
Visitors such as guests or staff can park within the off-street hospital and private car parking areas within the hospital precinct. Train commuters can find parking at the Ginifer railway station carpark located on St Albans Road. Alternatively, car parking spaces within the surrounding streets that permit parking can be utilised.
Why weren’t private car parking spaces included in the study?
Off-street car parking areas such as those located at Sunshine Hospital and Ginifer railway station have not been taken into consideration as Council does not manage these car parks. Council cannot implement parking restrictions or any other control measures in privately owned car parks.
Why aren’t there any changes proposed in my street?
If your street falls within the activity centre / study area and there are no changes proposed, this means a parking issue has not been identified at this stage. This may change in the future as the draft CPMP is reviewed.
Who can apply for a residential parking permit?
To apply for a residential parking permit, you must live on a street or adjacent to a street that has timed parking restrictions with permit exemptions. Businesses operating in this area will not be eligible for permits.

How much do these permits cost?
The table below provides a cost breakdown for the different types of permits available. Fee subject to change from 1st July 2025.

How do I apply for a residential permit?
You can apply online for a Residential Parking Permit through the ePermits portal via the Brimbank website. If you do not already have a PayStay account, you will have to sign up for one.
If you do not have internet access or an email you can request an application form from our Customer Service by calling (03) 9249 4000, or by visiting one of our Customer Service Centres located at 301 Hampshire Road, Sunshine or 704B Old Calder Highway Keilor. How many permits can a property have?
Each eligible property can have a maximum of 2 residential parking permits. Each permit is valid for 1 vehicle at a time.
What if I have more than one vehicle and visitors?
You can temporarily transfer the registration on your ePermit to a genuine visitor to your property immediately via ePermits portal. If you do not have an email, you can request a ‘Resident Parking ePermit - Change of Vehicle Registration Form’ from Customer Service located at 301 Hampshire Road, Sunshine or 704B Old Calder Highway Keilor please allow 10 days for this to be actioned.
