The purpose of this policy is:

  • To provide direction for the ongoing allocation and management of community facilities in Brimbank.
  • To ensure fair and equitable access and use of community facilities to community groups and residents within Brimbank in line with the Community Plan and Council Plan.
  • To ensure optimal use of community facilities to meet community needs.

Update

We would like to thank everyone who provided feedback about the revised Community Facilities Hire, Licences & Leases Agreement Policy. The feedback that we heard and how it was used are detailed in the Community Engagement Report.

Online engagement and an email campaign ran over the consultation period. Overall, the submissions received reflected community support.

To add clarity and further information, small updates were made to the final policy and operational guidelines. These included:

  • confirmation that the legacy seniors clause five hour booking limit is per day.
  • additional information clarifying how the lease fees will be set and annual increases determined.
  • a small number of minor wording changes based on feedback and a further internal review of the documents.
  • Community Halls and meeting rooms
  • Guide Halls
  • Scout Halls
  • Senior Citizens Centres
  • Sports Pavilion Community Rooms designed for community use during business hours.
  • Neighbourhood Houses and Community Centres
  • St Albans Community Centre Community (STACC) spaces for hire.
  • Brimbank Learning Futures (BLF) Community spaces for hire.

Council last updated this policy in 2016. This latest draft includes:

  • Update to the categories under which fees are charged to better reflect community needs and make it easier to understand and implement.
  • Alignment with Council's Social Justice Framework to ensure equity and equality.

Hire fees and charges are set under the following seven categories:

  • Level 1A - Community Rate 
  • Level 1B – Strategic Priorities Aligned
  • Level 2 – Social Justice Framework Rate  
  • Level 3 – Standard Rate  
  • Level 4 – Partnership Agreement  
  • Level 5 – Function Rate Standard  
  • Level 6 – Function Rate Regular Hire Group and Community Grant recipients
