About We Are Brimbank

Under the Local Government Act 2020, all councils must adopt a Council Plan after each general election. Councils must also develop a Health and Wellbeing Plan every four years and maintain a Community Vision.

Our draft We Are Brimbank integrates:

  • The Community Vision 2050, outlining long-term aspirations.
  • The Council Plan 2025–2029, defining priorities and actions for the next four years.
  • The Health and Wellbeing Plan 2025–2029, addressing key public health goals.

We want to hear your thoughts about the draft Plan. Your feedback will inform the final version, to be considered for adoption by Council in October 2025.

Community Vision 2050

Originally developed in 2021, the Community Vision articulated the community’s aspirations for Brimbank in 2040. Through the consultation the Community Vision was reaffirmed for 2050 and is:

The draft Council Plan 2025-2029 is built around four key pillars

Fostering inclusion, wellbeing, mental health, healthy lifestyles, gender equity, and cultural cohesion.

Building sustainable, accessible spaces, protecting natural and cultural heritage, and responding to climate change.

Creating local jobs, supporting businesses, promoting education, and enabling affordable, diverse housing.

Delivering transparent, inclusive, and accountable decision-making and continuous improvement in services

Health and Wellbeing Plan 2025-2029

The Health and Wellbeing Plan 2025-2029 outlines our 6 health priorities:

  • Mental wellbeing
  • Healthy eating and addressing food insecurity
  • Gender equality and preventing gender-based violence
  • Social and economic inclusion
  • Active and healthy lifestyles
  • Climate change impacts on health

Community Engagement

The consultation process occurred in two phases and involved more than 490 residents.
  • Phase 1

    June 2024 - February 2025

    • 104 children shared drawings representing their favourite things about Brimbank.
    • A YourSay consultation gathered 107 responses on the Community Vision.
    • Council staff attended the Brimbank Seniors and Carers Expo for insights on community needs from older residents and those with disabilities.
    • A deliberative engagement was held with 39 members of the Brimbank Community Panel.
  • Phase 2

    April - May 2025

    • A YourSay consultation from April 17 to May 15, receiving 25 submissions on the Annual Action Plan and Budget for 2025–2026.
    • Community pop-up sessions in May, resulting in 179 conversations about priorities.
    • A focus group with nine members of the Brimbank Youth Council.
    • Conversations with Elders from the Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation.
    • Two workshops with local health and community services organisations that support our community.

Community Panel Principles

The Brimbank Community Panel established seven guiding principles for decision-making, emphasising accessibility, resource management, transparency, equitable opportunities, communication, social inclusion, and adaptability.
