Background

Extensive engagement occurred over a 12-month period to ensure community aspirations were reflected in the Draft Life Stages Framework. The Framework moves away from separate age-based strategies towards an integrated approach to planning and delivering Council services.

A Brimbank Community Voice Panel workshop was conducted on 14 March 2026 to obtain feedback on the proposed Life Stages Approach. The Panel looked at how the approach aligned with current and future Council Plan actions. Council also examined how other Victorian Councils and Community Health organisations plan across life stages.

What is the Life Stages Framework?

The Framework is a new integrated approach to planning and delivering services across our community from birth to older age.

People have different needs and aspirations at different points in their lives. A life stage approach provides a holistic structure for considering these changing needs across policies, services and environments. The Framework connects and coordinates existing services to make them more responsive to what our community needs, when they need it.

This approach recognises that key stages — such as early childhood, adolescence, and older adulthood — come with important milestones and health and wellbeing needs. It also highlights the importance of life transitions, such as moving from school to work, becoming a parent, or retiring from the workforce, where targeted support can make a meaningful difference.

By coordinating our work, we ensure that Council’s efforts are efficient and meaningful. This allows us to tailor services to the needs of a growing, diverse community guided by what matters most to people at different points in their lives.
