Governance Rules 2023

We are updating our Governance Rules to include:

  • the Regulatory Legislation Amendment (Reform) Act 2022
  • changes to the Local Government Act 2020
  • MAV Candidature of Councillors in State or Federal elections 2021 Guidelines
  • feedback from Brimbank Councillors

The proposed changes are:

  • Allow virtual meetings ongoing
  • updated definitions and provisions about presence, attendance and voting. This is to reflect they can be by virtual means
  • a mode of attendance process. This includes whether meetings will be in person/virtual/hybrid. And managing requests from Councillors to attend virtual meetings
  • Removing provisions about the seal and local law
  • allow short breaks during meetings
  • a deferral motions process to reflect current practice
  • shorter deadline for public question submissions. This allows more time for consideration by Council officers, the CEO and Mayor
  • process clarification for Mayor and Deputy Mayor elections.
