The budget is the blueprint that shapes our priorities and outlines our financial commitments for the delivery of important services, programs and infrastructure. The action plan sets our strategic direction and priorities.

During September-October 2022 we asked you for feedback on how we should prioritise spending for the Annual Budget 2023-2024. Almost 150 community members gave feedback by ranking the six Council Strategic Objectives in the Council Plan, which are:

  • Wellbeing and belonging
  • Pride and participation
  • Liveable and connected
  • Sustainable and green
  • Growing and transforming
  • Earning and learning

The top ranked strategic objective was “Sustainable and green – protect natural environments for current and future generations”.

These results helped shape the draft Annual Budget 2023-2024, a key part of Council’s planning for the future. Using the Council Plan as a road map, the budget sets out funding for Council priorities to help achieve our vision for a transformed Brimbank that is beautiful, thriving, healthy and connected.

The Annual Budget helps us deliver services including looking after local roads and drainage, waste collection and disposal and recycling. It also helps us provide community services such as Home and Community Care, recreation and cultural activities, library services and health and wellbeing programs.

Brimbank faces significant funding pressures in a rate-capped environment, so planning future spending on services and programs for our community is critical.

We propose to spend on sustainability projects and responding to climate emergency, to help protect natural environments for current and future generations.

It also includes investment in key capital works, and initiatives that will support community health and wellbeing and contribute to the overall liveability of our city.

Our total draft budget for 2023-2024 is $251 million with a total operating expenditure of $244 million.

Our ‘Together we are Brimbank’ Council Plan sets our strategic direction and priorities for the Council term 2021-2025.

A new Action Plan is developed each year which lists continuing and new actions that help us deliver the ‘Together we are Brimbank’ Council Plan strategic directions and objectives, which are:

People and Community

  • Wellbeing and Belonging: Responsive services that support mental and physical wellbeing
  • Pride and Participation: Community and cultural connections built through social and artistic expression.

Places and Spaces

  • Liveable and Connected: Inviting and liveable spaces and facilities, connected so people can get around
  • Sustainable and Green: Protect natural environments for current and future generations.

Prosperity and Opportunity

  • Growing and Transforming: Optimise community opportunities through infrastructure innovation and investment
  • Earning and Learning: Everyone has access to education, training and lifelong learning to support their aspirations.

Leadership and Governance

  • Engaged and Responsive Community insights are valued to enhance connection and engagement with Council
  • High Performing and Accountable: Our workforce strives to enhance services and liveability for the Brimbank community.
