Council confirms 4-Bin waste model

19 February 2026

In October 2025, Council conducted intensive waste reform deliberations with a community panel that was broadly representative of Brimbank's population.

The panel considered the challenge of determining the most appropriate four-stream waste and recycling system. The community panel's recommendations - along with a summary of all community engagement - were shared with Council on the 17 February 2026 Council meeting. This can be found in the attachment to the Council report:

At the 17 February 2026 Council meeting, Brimbank Council decided on a four-bin waste model, which includes:

  • Weekly collection of 80/140/240-litre garbage bin (red lid)
  • Weekly collection of 140/240-litre FOGO bin (green lid)
  • Fortnightly collection of 240-litre recycling bin (yellow lid)
  • Monthly collection of 140-litre glass bin (purple lid)

The Victorian Government’s waste reforms mandate all councils to introduce a standard 4-bin system, consisting of garbage, recycling, food organics and garden organics (FOGO), and a separate glass collection service.

The new 4-bin service will commence on 1 July 2027, with annual reviews conducted to assess its overall impact on waste volumes, costs, performance, and emerging trends.

Residents will receive detailed information before the roll-out outlining the changes and the impacts. Council will also deliver a comprehensive education and behaviour change campaign to help households through the transition.
